Niagara Region Transit
On May 27, 2022, the formation of the Niagara Transit Commission marked the realization of a shared vision among Niagara Region and its 12 local municipalities: the creation of an integrated transit system to unify Niagara. This ambitious initiative aims to enhance access to employment and services throughout the region, providing fresh transportation alternatives for neighboring municipalities and fresh market opportunities for businesses.
The transformation involves the establishment of a consolidated transit system, known as Niagara Region Transit, effective January 1, 2023. This will merge the existing transit systems of Niagara Region Transit, Niagara Falls Transit, St. Catharines Transit, Welland Transit, and Fort Erie Transit into a single, comprehensive transit operator.
Leading up to December 31, 2022, local municipalities and the Region will continue to manage their current local and regional transit systems. Starting January 1, 2023, the Commission will assume responsibility for transit routes and services, with a commitment to evaluating and potentially making necessary adjustments.
Niagara Transit Commission
The Commission's primary mission is to seamlessly integrate the local transit systems into a unified organization responsible for public transit services across the entire Niagara region.
This Commission was formally established by Regional Council as a municipal service board through By-law No. 2022-38, passed on May 26, 2022, in accordance with the Municipal Act. Its composition includes representation from Regional and local municipal councillors, ensuring that all municipalities have a voice in this transformative endeavor.

Transit Special Levy
Niagara’s new regional transit service will better connect our communities and get people where they need to go.
With the launch of Niagara Regional Transit, your property tax bill will look different starting in 2023.
Here’s how:
- Niagara Transit Commission is a municipal services board of the Niagara Region. Its governing board sets budget requirements for the coming year and presents them to Niagara Regional Council for approval.
- Much like waste management, transit will appear as a separate levy item on your municipality’s tax bills starting in the second half of 2023.
- The transfer of local and Regional operating costs to the NTC may be partially offset by reductions to the municipal and Regional levies to minimize the residential taxpayer impact.
